waste hierarchy "waste hierarchy" means the ranking of waste management operations in accordance with their environmental benefits in the following order of priority: (a) firstly, the reduction of waste generation; (b) secondly, the reuse of waste materials; (c) thirdly, the recycling of waste materials for similar or new products; (d) fourthly, the utilization of energy from waste; and (e) finally, the disposal of waste such as landfilling;
